    Abstract
    DISSERTATION: The study was on an Investigation into Decision Making and Communication Process in Primary education level in Mpigi district. It looked at input as resources both (Human and material) which are passed over as policies and implemented at grassroots through central to local government. The implementation is geared towards the attainment of National educational goals as output to form a “multiplier effect” of improved standard of living. The research uses increased dropout in lower classes as evidence that solving one problem breeds other concerns which eventually affects decision making and communication process in Mpigi district. The study used survey research using questionnaires both open and close ended, observation and interview guide. The findings showed that participatory planning and capacity building as the most significant in decision making, other components included: cooperation, coordination, effective communication, consultation and organizational goals as essential. The networking model has been suggested to fill the weaknesses in primary education level especially cooperation, consultation and coordination at different levels.
