    Effect of public procurement procedures on delivery of health services in Kayunga town council in Kayunga district Uganda

    Abstract
    The purpose of the study was to investigate the effect of public procurement procedures on the delivery of health services in Kayunga town council. Specifically, the study sought to analyze the effect of procurement planning, procurement contract management and procurement practices on health services delivery in Kayunga town council. For the purpose of this study, a case study research design was adopted. A sample of 75 persons was selected from study population of 220. They were selected using purposive, census and simple random sampling techniques. They participated in interviews and filling of self-administered questionnaires. After collecting data, it as be edited and coded and thereafter, simple descriptive statistics and percentages were computed with the help of SPSS computer package to analyze and facilitate discussion of findings. Pearson’s correlation coefficient was used to determine the relationship between the variables. Research findings revealed that all components of public procurement procedures (Procurement planning, Contract management and Procurement practices) had a significant positive impact on the delivery of health services in Kayunga town council. The study recommended the need to strengthen adherence to procurement procedures in Kayunga town council through involvement of different stakeholders in the evaluation of potential health service providers, increased fight against corruption by enforcing strict rules and giving penalties to those involved and an appeal to procurement regulatory authorities in collaboration with ministries of local governments to ensure compliance through rigorous monitoring and application of punitive measures to those entities that do not comply with the legal requirements as well as continuous sensitization of all Kayunga town council stakeholders about the importance of their role in maintaining effective procurement procedures.
