The research design was a descriptive survey that was used in the study. This is because the sample was quite large and yet worked towards the minimization of bias and maximization of reliability. In all, it took in to account all steps involved in survey concerning the bureaucratic impediments to decentralization in Mbale District Local Government. The results indicated that bureaucracy largely impedes decentralization to a greater extent but with the view that bureaucracy as a management model should be maintained in a more precise approach but could enhance quick service delivery to the targeted beneficiaries at the grass roots. Above all, the Local Government officials were to a greater extent committed to decentralization in relation to bureaucracy in Mbale district.
